As Associate Dean for Research and Graduate Studies in The University of Texas at Austin's College of Education, Dr. Marcia Barnes is responsible for infrastructure support, programs, and initiatives that enhance and support faculty research. She oversees the graduate scholarship and fellowship process, including the Dean's Scholars program.

Dr. Barnes is a professor in the Department of Special Education in the Learning Disabilities and Behavioral Disorders Program and holds the H.E. Hartfelder/Southland Corp Regents Chair in Human Development. She has a courtesy appointment with the Department of Educational Psychology and is adjunct faculty in the Department of Pediatrics at the University of Texas Health Science Center at Houston. Dr. Barnes has held research chairs at her previous institutions and was awarded the Presidential Distinguished Professor Award for Teaching, Research, and Service (University of Guelph 2006-2008).

Dr. Barnes conducts research on the developmental precursors of learning disabilities in reading comprehension and mathematics in children with neurodevelopmental disorders and developmental disabilities. She also conducts research on interventions to improve mathematics and reading comprehension in children with disabilities. Her research is funded by the Institute of Education Sciences and the National Institutes of Health. She is the author of over 100 peer-reviewed papers and book chapters, and co-author of a widely-used book on learning disability identification, assessment, and intervention. She is on the editorial boards of the Journal of Educational Psychology, the Journal of Learning Disabilities, and Learning Disabilities Quarterly. She served as a member of the Math and Science grant review panel for the U.S. Department of Education, Institute of Educational Sciences, and as the Chair of the U.S. March of Dimes Social and Behavioral Sciences grant review panel. Dr. Barnes has a strong commitment to the training and mentorship of highly qualified research personnel. She has served as a faculty mentor since arriving at UT-Austin, and was previously the director of mentorship and career development at the Children's Learning Institute at UT-Houston, as well as the training director of an IES-funded postdoctoral fellowship program.

Dr. Barnes earned a doctorate degree (1988) in Psychology from McMaster University, Hamilton Ontario and completed a National Science and Engineering Research Council postdoctoral fellowship in Developmental Neuropsychology at the Research Institute of the Toronto Hospital for Sick Children.
