Rachel Boggs is a doctoral student in the Education Policy and Planning Program at The University of Texas at Austin. She holds a B.A. in Political Science and M.Ed. in Elementary Education from The University of Notre Dame. Experiences as an elementary school teacher informed her perspective on the challenges communities face when addressing educational inequity and increasing opportunities for all children.
Rachel is interested in how social contexts influence education and how policy can be used to improve the lives of children and families. Her research draws on interdisciplinary perspectives to investigate policies that play an effective role in supporting families and the effects of gentrification on early childhood education. Rachels current work includes studying parents' school choice decisions during the COVID-19 pandemic and an evaluation of efforts to increase the receipt of federal tax credits for eligible Central Texas families.
