David Spicer is a doctoral student in the Higher Education Leadership and Policy program at The University of Texas at Austin. His research examines legal challenges to the use of race in higher education policy, such as affirmative action and outcomes-based funding. Additional research interests include free expression and student activism.

Before coming to UT Austin, David was a middle-school English teacher in Southwest Louisiana. His time in the classroom, including as a student teacher in Cleveland and New York City, grounds his interest in education policy. His internships with DC Public Schools, Louisiana Board of Regents, and the US Department of Education motivate his passion to conduct action-oriented research that could be leveraged by government entities.

David holds a M.Ed. in Education Technology and Instructional Design from Western Governors University and a B.S. in Political Science, with a minor in American Studies, from the Massachusetts Institute of Technology, where he graduated Phi Beta Kappa and served as student body president.
